ORHT’s Quantity Surveying /Cost Management services focus on identifying and controlling potential risk, formulating and implementing solutions and providing accurate cost control advice throughout the life of the project.
Key components of our service include financial planning, procurement and cost control which are supported in turn by services such as Life Cycle Costing, Value Engineering etc.

RISK MANAGEMENT
Clients are increasingly seeking to understand and manage all elements of risk in their business. At ORHT we fully understand the importance of Risk Management, which is an integral and proactive part of good project management and a source of proven benefits. The skill is having the expertise to identify all project risks and reduce them to an acceptable level. This is always more effective by using a formal approach rather than relying upon intuition.
With extensive experience in the administration of construction contracts, we assist clients in minimising risks through an optimal allocation of risk to the contractor taking into account factors such as expertise of the parties in handling the risk, the monetary value of the risk compared with the size of the contract and which party is in a better position in controlling the risk.
ORHT can advise the project team on strategies for identifying and minimising specific risks together with appropriate levels of cost and a methodology for managing risks within the identified levels.
MECHANICAL + ELECTRICAL SERVICES COST CONTROL
The service installations used to make our buildings “work” are becoming increasingly sophisticated and complex with each passing year. So much so that Mechanical and Electrical Services installations (M & E) now account for a much greater element of the overall value of projects than hereto fore and can typically account for up to 25% ( and in some cases greater) of the total construction cost.
Recognising the significance of M & E costs within the overall budget ORHT maintain an in-house M & E services section to better serve their clients’ interests.
The ORHT M & E team contains dedicated and experienced M & E Surveyors with an in-depth knowledge of Mechanical and Electrical Services.
The ORHT M & E team has the knowledge and experience to work closely with the Consulting Services Engineer on any given project and thus provide the best possible outcome for the commissioning client.
VALUE MANAGEMENT
Value Management enables stakeholders to define and achieve their needs through facilitated workshops that encourage participation, teamwork end-user buy-in. The focus of value management is on function and value for money, not reducing cost.
Whole-life costing is a vital element of value management; it covers all the costs relating to a facility from project inception through to disposal. It is essential that value management approach is based on the whole-life cost of ownership rather than acquisition alone.
Issues of health and safety, sustainability, design quality, buildability, operation and maintenance and disposal should all be considered during value management reviews and evaluation of options.
LIFE CYCLE COSTING
It has long been recognised that it is unsatisfactory to evaluate the costs of a project on the basis of its initial cost alone. What appears to be a cheaper constructed facility may in the long term be far more expensive than one with much higher initial costs.
Life cycle costing is an evaluation technique that enables comparative assessment of the performance of a project or a constructed facility over its operating life. The life cycle costing assessment process takes into account not only the characteristics of the constructed facility, reusability, sustainability, maintainability and obsolescence, but also the initial capital cost, operational cost, maintenance cost, residual and disposal costs. In this way, both the economic and non-economic performances of the constructed facility can be assessed.
ORHT will monitor the life cycle costing analysis. The objectives of life cycle costing are to consider the impact of all costs rather than only the initial capital costs, to enable alternative constructed facilities to be more effectively evaluated, and to assist the effective management of a completed facility. ORHT clients can thus obtain the best value for their money.
DISPUTE RESOLUTION, LEGAL SUPPORT
Paul Ryan heads up ORHT’s Dispute Resolution section and has professional qualifications in Arbitration in addition to being an accredited member of the Society of Chartered Surveyors Ireland panel of Conciliators/Mediators.
Paul McEvoy has provided legal support in the role of Expert Witness on a number of significant proceedings.
